MINTUES OF THE MEETING OF REGIONAL SPORTS EXECUTIVE COMMITTEE OF KVS SPORTS CONTROL BOARD  KVS JAMMU REGION HELD ON 16.03.2011
A meeting of Regional Sports Executive Committee of KVS sports Control Board of KVS, Jammu Region was held on 16-03-2011 at 1100 hrs in KV No-1 Jammu.  Sh. P.K. Koul, Assistant Commissioner, KVS Jammu Region chaired the meeting. The followings were present.

Dr. (Smt.) Chitra Mishra, Principal KV No. 1 Jammu extended welcome to  Sh. P.K. Koul, Assistant Commissioner and Chairman of Sports Control Board Jammu Region and all the members. Thereafter, the agenda points were taken for discussion.

 

Agenda Point 1: Review of Action taken Report
Worthy Commissioner’s letter No. F. 110357/1/2010-KVS (HQ)/ Sports dated 04.11.2010 regarding the development of games and sports in KVs was discussed at length. The action taken reports submitted by KVs of Jammu Region were reviewed and the following points were noted:
I. Only 39 Schools out of 57 Vidyalayas (old) in Jammu Region have submitted their Action Taken Report.
II. Many big schools have selected only few (two or three) games, whereas these schools have adequate facilities for many games.
III. It was unanimously decided to ask the Vidyalayas who have not submitted their ATR to furnish it by 31-03-2011 giving reasons of not submitting in time.
The Chairman expressed his displeasure on the casual and lack luster  approach towards the sports activities in the Vidyalayas,  inspite of having adequate fund in Regional Sports Control Board for developing the sports infrastructure and conducting various activities for the growth of sports.
He impressed upon the members of the Regional Sports Control Board that let this Board take adequate measure to address this vital issue and play a proactive role in disseminating the strong message to all KVs of Jammu Region that all concerned (Principals/PETs) to shed away their casual attitude and they have to improve the standard of sports in KVS. He further informed the members that Regional Office can sanction upto Rs. Ten Lacs for development of sports facilities /infrastructure in a Vidyalaya in terms of KVS (HQ)/letter No./1021/2/2010-KVS(HQ)/(sports)dated 13/16-09.  Regional Office is not getting enough proposals in this matter.  The proposals received by RO are incomplete. He wanted that this body must facilitate the Vidyalayas in getting the proposals complete with all technical formalities, so that these proposal are sanctioned in the next Board’s meeting. The members were of the opinion that a core committee (comprising one Principal and two PETs of the cluster and a technical expert from the Govt. organization) may be formed in each cluster or Jammu Region for this purpose. The Board approved the proposal. It was felt that the proposal should be need based and realistic. While sending proposal to RO, it must be ensured that each Kendriya Vidyalaya must have minimum sports facilities based on the availability of land and other constraints. At the same time Vidyalayas having enough facilities/infrastructure should not send the proposal for additional infrastructure just for the sake of seeking funds from Regional Office. The focus should be to develop all major sports in each cluster in such a way that all Vidyalayas can avail common facilities and develop all major games in each cluster. e.g., if a Vidyalaya is having the facility for a game should not send the proposal for same game.  A proposal for the other game can be sent. The focus should be on to develop facilities for all major games in every cluster uniformly so that these facilities are used by all the school of the cluster commonly.

 

Agenda Point 2:     

Review of Previous Year Performance and Planning (Strategy) to improve the performance in the coming year i.e. 2011-12


The Board reviewed the performance of KVS Jammu Region in KVS National and SGFI participation in 2010. It was felt that the performance of 2010 is certainly below than that of 2009 and needs immediate attention. The chairman Sports Control Board impressed upon that we need to introspect and take suitable action to improve the performance of the Region in year 2011. It was unanimously decided that all the Vidyalayas level games/activities should be completed well in time (15th August), so that Vidyalaya teams will have enough time for coaching and other preparation; efforts should also be made to arrange inter school games wherever we have two or more than two schools at one place. In the same way 10-15 days coaching camp should be arranged for the regional team before sending to KVS Nationals.

 

Agenda Point 3:     

Calendar of Activities
The following calendar of activities for the year 2011-12 for Jammu Region was put before the Board. The board approved the calendar of activities as proposed.

Agenda Point 4 :

Conduct of Tournament at Regional Level-2011

 

After the discussion and taking into account the previous years’ experience, Board unanimously decided that all the team games should be played directly at Regional level as inter KV tournament. The venue principal will invite entry from all KVs in all games & sports for participation at the Regional level. The Regional venue will select probables of Regional team for National participation as per Annexure –I. A Regional team comprising the best players out of probables will be selected and deputed to participate in the KVS National Sports Meet -2011. All the Vidyalaya should submit the details of the games in which their students will participate to the venue principal before 4th Sept, 2011.
All matches will be played on league cum knock-out basis upto the quarter final stage; thereafter, the matches will be played on knockout basis in quarter-final, semi-final and final. (Any deviation to this rule without approval of RO will be viewed seriously and an action will be taken against the person concerned)
In Athletics and in swimming, Vidyalaya should send only those participants at Regional level whose timing/records are not less than qualifying standard. (to be circulated later on).

 

One student will be permitted to participate in maximum three events, excluding relays in Athletics and Swimming.
In individual events no players will be selected without contesting three fights. In case such scope of fight does not exists in a event the participant cannot be declared as winner.

 

Venue principal of the Regional Sports Meet can request for the extension for Regional Sports Meet for one day if required in the following games.

  1. Cricket.
  2. Volleyball.
  3. Kho-Kho.
  4. Kabaddi

Agenda Point 5:

Expenditure on conduct of Sports Meet
Agenda point deferred for next meeting as currently the Account Section is busy in conducting Audits of KVs.  However Chairman discussed about the expenditure for conducting the sports activities out of Regional sports control fund. The Expenditure will be reimbursed from Regional Office only for those sports activities which are conducted by two or more KVs i.e. cluster level, Sub-Regional and Regional level events.

 

Agenda Point 6:

Venue for Regional Sports Meet 2011-12
As per the feasibility/facilities available in the various Vidyalayas the following venues were proposed for conducting Regional Sports Meet 2011-12. The Board approved the venues for conducting Regional Sports meet-2011.

Agenda Point 7:

Constitution of Regional /Sub Regional Selection Committee for various games
It was brought to the notice of the Board that there have been certain cases where the selection was reported to be biased. Which affected the performance of our Region at National Level, to cite an example only one player was selected for the KVS National team from the Gold winning team at Regional sports meet 2010. It was suggested that a Regional selection committee may be constituted to ensure the fair selection in team games. The Chairman opined that there is no need to have Regional level Selection Committee and our existing Selection Committee will continue as per past practice. However, an observer may be deputed by the RO at venue of team games to ensure the fair selection. In case of any dispute the observer’s report will be considered and decision will be taken accordingly

Agenda Point 8:

Purchase of Playing Kit, Track Suits, and Shoes to KVS National participants
The members of the Board apprised the chairman that the material supplied in the previous year was liked and appreciated by the students. Therefore we should follow the same procedure in the current session as well. During the discussion it was brought to notice to the Board that schools from J&K faced problems at Lakhanpur due to difference in sale tax in J&K. It was unanimously decided to make it mandatory for the supplier to supply sports kit at Jammu in place of Punjab, special clause to this effect should be inserted in the tender notice and supply order while purchasing the sports material for Regional Sports team.


Agenda Point 9: Coaching Camp at Regional level
It was unanimously decided that a coaching camp of 10-15 days for probable (as per Annexure-I) will be organized at Regional venues.


Agenda Point 10: Adventures Programme
The board was of the view that students should be exposed to the adventure activities available in the surrounding of the Vidyalaya. Principals should ensure that 5-10 % of total strength should be involved is such activities. The services of the agencies identified by the KVS/State Govt. for conducting adventure activities may be utilized.
